Confirm the institution and regulator
The FTC Safeguards Rule requires covered financial institutions to develop, implement and maintain an information security programme. Coverage is broader than organisations commonly called banks, but the FTC is not the regulator for every financial institution. Check the entity and any applicable exceptions before selecting an implementation checklist.

Follow the customer-information workflow
Trace a representative application or servicing task through collection, decision making, support and disposal. Identify exports, attachments and provider access. Use the business context to distinguish customer information from unrelated financial documents.
Assign ownership for shared locations and agree which transfers are allowed. If a provider needs data, document the approved purpose and recipient before designing a channel restriction.
Test protection and service-provider handoffs
Use safe sample records to test an unapproved destination and a legitimate provider transfer. Review access to discovery findings and incident evidence. A finding should lead to an accountable decision about the source record, not an uncontrolled copy in a ticket or email archive.
Assess the FTC notification trigger precisely
For covered institutions, the FTC describes a notification event involving unauthorised acquisition of at least 500 consumers' unencrypted information. Notification must be as soon as possible and no later than 30 days after discovery. Apply the rule's full definitions and conditions; this is not a universal deadline for every GLBA-regulated organisation.
Practical checklist
- Confirm the regulator, entity coverage and applicable exceptions.
- Map customer information and provider transfers.
- Test approved and prohibited destinations with safe records.
- Assign incident assessment and regulatory reporting responsibilities.
Applying this with TRIAS
Evaluate TRIAS discovery and transfer controls using the customer-information types in the approved scope. Test evidence and exception handling alongside the organisation's wider security programme. A product configuration does not establish regulatory coverage or complete Safeguards Rule compliance.
